Bremer Energie Institut & Jacobs University Bremen 

Jacobs University is a young, independent, interdisciplinary and international private university committed to excellence in research and teaching. The Bremer Energie Institut is located on the campus of Jacobs University. The scientific institute was founded in 1990 on an initiative from the Bremen Energy Advisory Council (Bremer Energiebeirat) of the Free Hanseatic City of Bremen. The institute is a non-profit organization and cooperates with the University of Bremen as well as the Jacobs University.
Our mission is interdisciplinary research and consulting in the field of sustainable energy supply. We combine social sciences and engineering depending on the questions. Currently, our foci are three different streams which are all in the center of European energy policy: Market/Competition, Environment/Sustainability, and Geopolitics/Supply Security. Since these three fields are interconnected, the Institute’s strategy is to allocate and integrate the entire field.
Our clients include the EU-Commission, Federal Ministries, and organizations as well as companies such as energy supply companies. The balanced mix between different stakeholders from the industry, government and research councils, helps to guarantee and maintain a fresh view from different angles.
The project leader Prof. Gert Brunekreeft is professor for "Energy Economics" at Jacobs University and director of the Bremer Energie Institut. His field of expertise in namely regulatory economics in energy markets. Recent research focuses on regulation, investment, and vertical unbundling.

Institute for Applied Ecology Freiburg (Öko-Institut) 

The Institute for Applied Ecology is a leading European research and consultancy institution working for a sustainable future. Since its foundation in 1977 it is active in application-oriented and scientific analysis of environmental questions. In scientific reports as well as in consulting activities we develop integrative approaches and sustainable solutions. Clients and partners are federal and state ministeries, municipalities, public institutions, commercial companies from diverse sectors and the European Union. Further, the institute works for environmental associations and non-governmental organizations.
The department of energy and climate protection focuses on minimization of ecological and nuclear risks of energy usage. The work deals with energy system analysis, scenario development as well as with the development and evaluation of strategies and instruments of energy and environmental policy that comply with the criteria of ecological, economic and social sustainability. The department integrates both economic and ecological as well as socioscientific aspects into its analyses. This holistic approach is enabled by an interdisciplinary team in which engineers, scientists, economists as well as political and social science researchers work closely together.

WIK Bad Honnef 

Set up in 1982 as the braintrust of the Ministry of Posts and Telecommunications, the WIK Wissenschaftliches Institut für Infrastruktur und Kommunikationsdienste GmbH (Scientific Institute for Infrastructure and Communication Services) conducts research with focuses in regulatory and policy issues in the field of telecommunications, posts, energy, transport, media and information technology.
WIK is backed by the Federal Ministry of Economics and Technology. Representatives of science, business as well as government actively follow the work and performance of WIK through their role in its supervisory board, scientific and industry advisory boards. Clients are national regulatory authorities, ministeries as well as European (e.g. European Commission) and international institutions (e.g. Worldbank). Energy markets and their regulatory scope are the focus of our research and consulting activities. We analyse developments in the electricity and gas markets, examine economic and regulatory conditions and develop models which support regulatory authorities, ministries, organisations and companies in taking decisions.
The project team of WIK consult is formed by Marcus Stronzik, Matthias Wissner and Christine Müller. The team has proven expertise in the field of energy and regulatory economics and broad experience within the topic of regulation of energy networks and the conflict of incentive regulation and investment. Dr. Nicole Angenendt will consult the project team with regard to questions of energy law of incentive regulation.

3.5 Ruhr-Universität Bochum: Institute for Energy and Mining Law 

The Institute for Mining and Energy Law is an independent research institution of the Ruhr-University Bochum. Since its foundation in 1987 it continued to extend its role as an important expert institution in the field of German, European and international mining and energy law. Activities encompass both research and teaching (e.g. the programme of advanced studies "Energy Law & Management"). The institute has large experience in interdisciplinary energy research and maintains intensive contacts with the related EU and international research institutions.
The leader of the working package Prof. Dr. Joh.-Christian Pielow is known for numerous works in related research areas which can be seen in corresponding publications, especially in sector and legal comparisons.
